Effective December 24, 2011 there are new driving rules for teens in Pennsylvania:

A new driver under the age of 18 can have no more than 1 passenger (except family members) for the first six months and no more than 3 passengers after the first 6 months.
Behind the wheel training will be 65 hours, 10 which must be at night and 5 which must be during inclement weather.
